Please don't judge, I had a concern about a co-worker who has no problem admitting to me or any other college that she likes using drugs and has been known to come into work acting different. So I thought it would be ok to voice my concern to the manager, but all I got was accused and she said that I needed proof, which I don't have, but what I said is now out there and I thought I did the right thing voicing a concern. Was I wrong to do so?

From my viewpoint, you saw something wrong and you wanted to stop it. Enjoining good and forbidding evil is essential when you have the means.
Do not beat yourself up, your manager should at least investigate as showing up intoxicated can hurt the business and more importantly the employee herself
